Recommendations

FLAPP - www.flapp.orgPartners in the FLAPP network have jointly formulated recommendations to improve flood management in Europe. These are addressed to the European Union, national governments and regional/local authorities. As a result the abstraction level of the recommendations varies, depending on which governmental level they are adressed to.

Recommendations to the European Union:
1. Take into account the ecological functioning of floods
2. Formulate a guidance document on flood management including the role of wetlands
3. Stimulate cross border cooperation on flood risk and calamity management
4. Formulate an awareness campaign for the European public
5. Promote insurance of natural hazards

Recommendations to national governments:
6. Create and preserve space for the river
7. Take into account the ecological functioning of floods
8. Empower the regional and local level by clear mandates
9. Establish mutual assistance with neighbouring countries
10. Involve regional and local stakeholders in bilateral processes
11. Support bilateral and multilateral cooperation in the border region
12. Consider stimuli for the private sector in flood risk management
13. Provide a framework for regional and local administrations from a river basin perspective
14. Organise mediation in regional issues

Recommendations to regional and local governments:
15. Create user-friendly flood maps
16. Flood management should respect the ecological functioning of the river system
17. Conserve and improve the storage capacity of floodplains
18. Develop an overview of actors involved with water management
19. Establish long term relationships with neighbours
20. Build confi dence through common practice
21. Invest across the border if measures are more cost effective
22. Aim at cost recovery for fl ood management services
23. Start regional cross border fl ood risk awareness campaigns
24. Harmonize regional objectives of flood risk management
